New issue 22082 by [email protected]: network proxy settings regression
in Chrome 3?
http://code.google.com/p/chromium/issues/detail?id=22082

There have been reports of proxy resolving not working as expected in
Chrome 3, as a regression from Chrome 2.

Notably comment 39 here:

http://code.google.com/p/chromium/issues/detail?id=271#c39

And this groups discussion:

tid=485186421271d1ef

Users on the groups thread reported that they got it working when using
the --winhttp-proxy-resolver command line flag
