It seems to happen regardless of the restoration option I've selected (restore previous pages is my preferred setting). Firefox, for example, resizes to fit the current screen when restored rather than hopping back (or the WM overrides the size rather than the position). However, chrome's behavior seems reasonable now that I see why it's happening. It was just a bit jarring to have it keep switching screens on me at startup.
