I tried the "Use system title bar and borders" setting in 4.0.213.1 (Official Build 27053). It made the minimize, maximize, and close icons disappear from the window border, so that just makes the situation worse. I can lower the window by middle clicking, if I can find a spot on the title line that is not covered by a tab header. I often have enough tabs open that the entire title bar is covered, and if I middle click anyway it will just close whatever tab I happen to have the mouse over instead of lowering the window like I have configured KDE to do.
