OS + version :  PCLinuxOS 2009.2
CPU architecture (32-bit / 64-bit): 32-bit
window manager :  kwin (KDE)

Behavior in Firefox 3.x (if applicable):  Raises (most likely due to
deferring to WM decoration)
Behavior in Chrome for Windows (optional):

What steps will reproduce the problem?
1. Raise a window to partially cover Chrome
2. Click on blue area above the tabs.
3.

What is the expected result?
Chrome window raises.


What happens instead?
No action.


Please provide any additional information below. Attach a screenshot
and backtrace if possible.
Clicking with the other two mouse buttons also fails to raise Chrome.
MB2 lowers Chrome (brings up WM decoration menu in KDE-decorated apps).
MB3 brings up a pulldown menu (lowers window in KDE-decorated apps).
