What version of KDE are you using? In KDE's Window Behavior -> Focus
settings page,
what are "Policy" and "Click raises active window" set to? I'm unable to
reproduce
this with Chrome 4.0.213.1 r27053 and KDE 4.2.2 -- the window gets raised
when I click
on the frame.
