I can also reproduce this problem. If you enter the UNC directly in the browser address bar then the file is opened. However if the same link is added to a web page then Chrome will not open it. You click and nothing happens. By default Firefox behaves the same way, but it has security options which you can use to configure locations deemed safe for your organization.
