Looking at your screenshot there, I'm not sure the value you've entered is valid. You might try file:///proxy.pac instead, and make sure you have a /proxy.pac in your file system (as opposed to, say, ~/proxy.pac). Having its own proxy settings as opposed to using the system proxy settings has been requested before, but so far the decision has been to use the system settings. (I don't really know why.)
