What steps will reproduce the problem?
1. Open up a web page
2. Click on any link in that page
3. Command click the back button and it goes back to the previous page

What is the expected result?
The expected result is for Chrome to open the previous page in a new
background tab.

What happens instead?
It moves the current tab to the previous web page
