One example of the plugin enabling/disabling is the Midori (webkit-based)  
browser. It
has a built-in extension that gives 3 options (toggle) on the lower right  
corner:
images, scripts, netscape plugins.
The latter one is the most interesting here. It disables java/flash and all  
other
mozilla based plugins. I find it extremely easy to use and effective too.  
You can
leave it disabled and enable for the sites u need. Load the page, toggle it  
to "on",
reload that particular tab and you are done.
Maybe if u could choose to disable only specific plugins would be better.  
But i have
to say that in my opinion it would be of great help to all users having  
something
like this.
And an ad-blocker (i like Opera 10's the most, extremely easy to use) would  
be nice
too...
