I went back and made sure the "open PDFs within browser" was checked in  
Foxit. Chrome
still brings up a dialog box to save the file to disk (which it does), but  
since I set
it to always open PDFs, after it saves the file, it does launch Foxit (but  
not in the
browser window). FF does the same thing, it opens Foxit, but not in the  
browser window.
IE8 does open up Foxit within a browser window. (Of course doing one thing  
right is not
enough of a reason to go back to using IE.)
