As the original reported and Dilshod stated, this bug seems to be about the
"annoying" text producing a UI problem, not about the DNS problem that
makes the
annoying text more common. Most users have not previously encountered this
"annoying" UI, and this seems to be where two users have chosen to comment
on it.
Are there other "infobars" that appear at the top of the screen *after* the
page has
layout is complete, and which move the rendered content? I can think of
a "resume
and restore" infobar, but that should render before the content. There is
the
"plugin has crashed" infobar, but at least that is a asynchronous system
alert (my
rationalization).
All I'm trying to do is restate what this bug is about (despite the side
questions
about the DNS resolver, and possibilities that ISPs are causing this
problem to be
apparent enough to file a bug).
