I have been experiencing this bug as well, ever since 4.0.277.0 and up to  
4.0.281.0
(which I am using now). It seems that Chromium is forcing the window to  
resize in order
to incorporate every flash object on the page when it is below the page,  
thus resizing
the window if there is any offscreen flash objects in the downward  
direction. In order
to demonstrate this better, visit any YouTube video page, and try to scroll  
the browser
in order to cover up part of the video. The browser will refuse to scroll  
past the
YouTube flash object, even though you can scroll down the page where the  
YouTube video
is above the browser's border.
