I have 4.0.277.0 (35110) on Arch Linux with LXDE.  I have a 1024x768 screen.
Obviously the bug only shows up in full screen mode if the problem page's  
problem is
taller than your screen.

Attached are 4 screen shots.  I have moved the incorrectly resized window   
for the
http://www.imdb.com/title/tt0499549/ page upwards using alt+drag so that  
the bottom
is visible.  The first image is just the bottom of the window.  You can see  
that
there are scroll bars there, with just a little bit of space to spare.  In  
the
seccond image you can see a weird drawing error.  This is what happened  
when I told
the browser to scroll downwards(down arrow on the keyboard).  The window  
actually
became larger creating that drawing error.  I can at that point resize the  
window to
make it smaller again, but I still run into a restraint(image 3).  And  
pressing the
down arrow again recreates the extra space at the bottom and the drawing  
error(image 4).
