My observations regarding this bug:
1. maps.google.com is not determined as a search engine by Chrome
2. Tab-to-search works when you type keyword, not the URL.
3. When I add maps as a search engine manually, Chrome works as expected.

Keyword: maps.google.com
URL: maps.google.com/?q=%s
So I see the following action items regarding the issue:
1. Ask Google Maps to add search engine description to their homepage, if
it's not
removed specifically for some reason
2. Improve Chrome search engine auto detection if we have one except for
finding
search engine description XML
3. Provide maps.google.com as one of the search engines on install
