I also support publishing a link to the official offline installer: I
haven't checked
for sure, but Chrome installer suffers from a bug which prevents
install/upgrade in
proxy-based network environments (issue 14 [1]).
As for the download location, the form is is similar to Chrome's (as also
found in
issue 14):
http://dl.google.com/chrome/install/295.0/chromeframe_installer.exe
Which, in this case, is for version "4.0.295.0". This means that the third
and forth
version numbers should be replaced in upcoming releases.
