I don't know.  From my perspective as a user, "incognito" is more like a
flag I temporarily set on my current window/profile, rather than a different
profile.  (Which is also fairly true implementation-wise.)  In that sense I
wouldn't expect extensions to be disabled unless they wrote state to disk or
something.
