So, it is still useful for everyone now, but in not terribly long its usefulness will be limited to Chromium builds, where it will make Release builds still DCHECK like Debug builds do. The main reason we removed it for Google Chrome builds was apparently to make crash investigation a little easier by reducing the amount of assembly. We could probably reverse that decision if we thought there was a big win to be had here.
