Well, "need" is strong. Robert asked about it in IRC, and we noted that no one was working on one, so he asked for opinions here. As to why it might be desirable, I'd say it's mostly a matter of Fitts's Law: a History menu in the menubar is faster to select from (as long as it's a reasonable size) than a dropdown from a button. Note that the Mac version by default does not show the wrench or page menu buttons, since we have the same functionality in the menu bar.
