See what I do in GtkThemeProvider::LoadThemeBitmap:
SkBitmap* bitmap = new SkBitmap;
bitmap->setConfig(SkBitmap::kARGB_8888_Config,
kToolbarImageWidth, kToolbarImageHeight);
bitmap->allocPixels();
bitmap->eraseRGB(color->red >> 8, color->green >> 8, color->blue >> 8);
return bitmap;
