A file can't be opened unless it is first downloaded. By the way, did you know that if you click on the icon of the file while it is downloading, it will automatically open as soon as it is finished downloading? This means, essentially, you'd have the same functionality as choosing "open" instead of downloading... with the one exception being that the file will still remain on your machine.
Chances are, though, with other browsers, the file remained on your machine anyway... it was just buried in the file cache.
