The difference between the two is that if you click "open" in IE, the
file is downloaded to a temporary folder (Well it should be a
temporary folder, but Windows doesn't seem to empty it at all. On
linux, however, the temporary folder gets emptied when the system is
restarted). So my vote is for that feature to be in chrome.
