The users other than administrator can write to places other than
userspace.. just not into directories like /windows and /program
files. any place that has to do with the OS.

The actual error it's receiving is this:

"Installation failed. Componet CromeGears failed to install. Detailed
message: The installer encountered error 1625: This installation is
forbidden by system policy. Contact your system administrator."
