I am not a Chromium contributor, but I think Rosalie summed it up.
Especially with the point about vertical space.  The way to look at
the tabs bar is similar to the task bar in Windows.  A tab represents
a running browser process.  Putting anything else above it will make
it quite conceptually different.  It may also require a big redesign
of the UI code.
