I agree that in-progress downloads should not be interrupted without
an alert.

I disagree that there should be an alert for closing a window with any
number of tabs.

The least alerts are shown, the least likely is the user to start
ignoring them.
In the case of a download, accidental closure can be an expensive
mistake
but we have to judge carefully when adding an alert.
