In order of your siggestions.

1. up button? for what? like the old style windows explorer up
directory button?
2. if your talking about Googles site: function to search all content
of the site then that's a good idea
3. [Crtl+F] brings up the search dialog. My term stays there until I
close my search box. Even if I navigate away from the current page and
then [Crtl+F] again, my terms are still found in the search box.
4. Chrome already places the closed padlock on the right of the
address bar. Try logging into a secure site such as Paypal or Google
checkout.
