We generally only want add things to the primary UI of Chrome when we
feel that it is something that will be used by a very high percentage
of users.

However, this is the exact reason we're working on adding extensions
to Chrome, so that these kind of itches can be scratched. One of the
features we'd like to eventually add would allow people to plug custom
code into the ominbox. It might allow you to type something like:

bookmarklet <search>

... to restrict search results to only bookmarklets.

With the APIs we have right now, you could put a textbox in the
bookmarkbar and have it hidden until an icon is clicked. You could
also search the bookmark system for bookmarklets. Pretty much the only
thing you can't yet do is the dropdown, but maybe you can come up with
some clever auto-complete style UI as a stop-gap.
