That just hasn't been the case for me. Most of the webpages I visit have descriptive, useful titles and most of them are much longer than a few words. Yes, they are self- explanatory, if I get to read all the words! It is a big annoyance to need to physically move the mouse to hover over the tab just so I can read the full title inside the popup!
