Generally sounds like a good idea but it is certainly not kid-proof.
Pressing CTRL-SHIFT-DEL allows to delete history after the fact -
Incognito prevents it from being stored in the first place. They do
not even have to know the key combination because - just as incognito
- it is available from the menu system.

It would be much more effective if you had network-level software to
solve this problem but this is beyond the scope of Chromium.
