Write a somewhat detailed design document, attach it to a tracking bug, then send a request for comments to this mailing list. Don't put a lot of work into implementing this before people think your design is ok. Have the discussion about the design doc on the bug. Address issues like "why should that be done in chrome, and not the network layer" and other concerns from this thread proactively.
