I have the same configuration (XP SP3, Chrome 2.0.172.31) and I can't reproduce it. When I refresh a page, I can at most reach 100% usage of a single core, for a very short time, but it isn't the typical behaviour. I have a Q6600, that is a quad core: by refreshing a heavy site I can see CPU usage up to 29%, but with smaller sites (such as this one) it doesn't go beyond 5%.
