As a first step towards the inclusion of the system, there is only a minimal
user interface for extensions and themes.An infobar stating you have changed
your theme with an undo button and a dialog box for confirming the addition
of an extension.
Also, there is chrome://extensions to remove\reload extensions.

I guess Chrome 4 will have a fuller user interface for handling everything,
to be released in about three or four months (no guarantee, though).
