Following is the correct (but very NOT obvious!) procedure to change
the default Google search to use the correct localized Google without
having to manually edit the search engines, and still keeping search
suggest and NavSuggest:

1. Go to http://www.google.com/
2. If your desired localized Google search is not displayed, click the
"in English" link at the bottom or whichever "go to [localized
version]" link there is to go to the correct localized version
3. Perform a search for anything
4. Close all Chrome windows
5. Restart Chrome to make the localized Google search setting
permanent
