You can file a feature request (create a new issue) in the issue tracker at
new.crbug.com, but I doubt it will be accepted.
Perhaps with extensions (but not in the upcoming Chrome 4), there will be an
option to re-organize the toolbar in the future, but, currently, it is not
possible anyhow.
