If that was implemented, it'd go against Chrome's minimal (but still functional) design philosophy.
While it's inconvenient having to manually install a plugin, or downloading and opening a PDF file in a PDF reader, I just don't think integrating a PDF reader into Chrome would be really be something that'd work for Chrome.
