I have not seen any issue regarding this, so search the issue tracker
yourself (crbug.com) and if you cannot find one, file one (new.crbug.com).

But - I do believe this will not be implemented, because the whole idea of
Desktop Notifications is to alert the user that a website is trying to say
something and that the user should check out the website for more details.
