I don't think there are published release dates for specific versions,
but you know a Stable version will be released soon when there are
more Beta versions to test.

The Dev branch will hit 5.0 when Stable 4.0 is released.  And you will
know that from http://googlechromereleases.blogspot.com/ or by keeping
track of the RSS feed for that page.

Yup, Stable 4.0 release will be when Extensions hits all Windows
Chrome users for real (and Linux beta testers, and Mac Dev channel
testers).

Do you mean compile Chrome browser manually?  You shouldn't need to do
that.  I think if your extension works on current (Windows) Beta
4.0.249.64 or Dev 4.0.295.0 (and does not use any experimental
extension APIs), it should work find when Stable 4.0 is released.
