I think the best you could do with our current APIs is write an extension to close all "normal" windows (this excludes incognito and app-mode windows). Just out of curiosity, why would you like to restart chrome? One of the design goals of chrome is to make sure performance doesn't degrade over time requiring restarts, although perhaps it doesn't feel that we've achieved that to you?
