tab_background_v is the background tab for when you're in Aero Glass
mode - themes only appear as Aero Glass when no frame image is
supplied, so this is rarely used.

control_background is the color that should be drawn behind the window
controls (minimize, maximize, close), though I wouldn't be surprised
if this wasn't actually hooked up.

It is an image that is overlaid (aligned to the top left) and not
repeated, so you could have a tiling picture of cheese for your frame
image, and then a picture of a mission burrito as a frame_overlay; the
theme would then be: "cheese is infinitely great, and there is only
one true burrito".
