Really, if you find Internet Explorer to be better then you should use that, but toolbars are currently not a part of Chrome's extension framework, and that's not likely to change any time soon. Toolbars congest the browser interface, and would hence contradict Chrome M.O. to be lean and uncluttered. You can, however, upgrade to the beta channel and go through the extensions gallery. There are a number of extensions created by Google which might give you much of the functionality of the toolbar, without he clutter.
