The latest code in git has a new "local" option to use stable
free-running refclocks (e.g. TCXO, OCXO, atomic clock) for
stabilization of the system clock, e.g.

refclock PHC /dev/ptp0 local poll 0

To take advantage of the improved stability, other sources specified
in the config file should use a longer polling interval and/or the
filter option, and possibly also set minsamples to 64.
