Can you look at your client configuration and server configuration? I think the 
smaller the stratum value, the higher the priority of the clock source,

There are four server that agree on the correct time.
There are also two peers which are free running just like the machine itself.
Why is it not selecting one of the servers?

Using stratum 11 to synchronise peers amongst each other when the uplink is 
down is normal practice, isn’t it? (It didn’t seem to work here neither, but 
this may have a good reason, these are test-VMs and they may have done wild 
things...)
But that should not stop it from going back to the uplink servers, when they 
are available.

Note that the uplink servers are configured dynamically via DHCP, there are not 
listed in the initstepslew. In fact when I restarted the daemon, it failed to 
start at all.

OS is RHEL 8.6, chrony 4.1
