David Cannadine wrote an excellent essay about Churchill's speechwriting
process that is collected in his book, "In Churchill's Shadow."  It has been
a few years since I read it, but I do not remember any of his wartime
speechwriting taking place anywhere besides offices or Chequers, with a
secretary taking dictation and furiously trying to keep up with him.
