Kind of.  It was built in 1906 as the Highland Apartments, later became a
hotel, and before a renovation and reopening as the Churchill Hotel in 2002
was a Sofitel.  I used to pass it every day wishing it were more the
authentic item.  As Washington hotels today go, I think Churchill would
prefer the Hay-Adams or the Jefferson.  ("I am easily satisfied with the
very best," and he would probably find their style very comfortable, if not
their priceyness.)  I'm far from my books and unsure where Churchill stayed
on various wartime and earlier visits, but at least once he stayed at the
White House during the war.  When he came during Harry Truman's
administration, he apparently stayed at Blair House, by then the White
House's official guest house, diagonally across Pennsylvania Avenue:
