Hi John.

Here is what I found out on the painting.  On page 470 of John Ramsden's book, 
"Man of the Century: Winston Churchill and his legend since 1945." 

"Menzies had not only been shown the studio at Chartwell in 1948 but had in 
1955 acquired a Churchill painting entitled "sailing boats in the harbor at 
Antibes." .... The painting was hung for the public to see in the kings hall of 
the Australian Parliament House.... Then acquired by the Australian 
government... Then it was hung on the wall of Prime Minister John Winston 
Howard's office."

There is actually more information regarding how Churchill let go of the 
paining to Menzies that's pretty interesting reading.
