Answering my own question - partly anyway.

I've added 'catia=true' when sharing a filesystem, like:
# zfs set sharesmb=name=john,catia=true dataPool/john

This has odd effects, in that the filenames look different from different 
clients.
But, at least the files can then be accessed from Windows clients.
I'm not sure what catia has to do with it, as Wikipedia tells me Catia is 
"Computer Aided Three-dimensional Interactive Application"

there's a good writeup about catia in sharemgr(1M)

There doesn't seem to be a way to block their usage.
