Actually, I didn't post the final answer to this item, but, do have it
working.
For those who are interested: Microsoft has been slowly taking more and
more of the LSA calls away from anything but authenticated connections,
to the point where anything anonymous starts failing. Before anyone says
these are not anonymous, you need to know something: the check that a
domain controller is still up is done with anonymous. As a result,
completely
unexpected results occur. Simply modifying your locked down domain
policy to allow it fixes the problem.
