[Cin] Trivial feature, saves big problems (offset)

I remember that someone mentioned this issue before, after I reported it some while back. I think I would love to have the option to *disable* the per track offset. It is crazy how a single scroll wheel move can completely and invisible break a project.
If Settings > Allow track offset change would be available that would save considerable time in the future. 

Since this hunts me, now multiple times, I might give it a shot.
