I just use Cinellera's MPEG Video output. It has a DVD-specific output format. You'll need to render the audio separately (I use AC3), then combine the two with a tool like mplex. Example command:

  mplex -f 8 -o output.mpeg input.ac3 input.mp2

Note if you're using DV input, you'll want to enable bottom fields first and probably denoise.
