re-enable environment variable GLOBAL_PLUGIN_DIR

I just realized that I've been a bit blind: the method "int 
Preferences::load_defaults(BC_Hash *defaults)" in the file 
"cinelerra/preferences.C" already contains the code to read the plugin 
directory from an environment variable, but these lines were commented out in 
revision 665. The commit log just says "Merged with the official release 2.0.".
Has this feature been removed or replaced by a different one in the original
version? Anyway, just removing the comment marks "//" (see attached patch) does
the job for me and allows me to choose whatever plugin directory I like.
