I've always thought it would be nice if the filename stayed the same but
the extension changed.

On the other hand, the ability to remember full path and file name is
nice, except for what you mention about the selection order.  Maybe we
could move the codec type to the beginning of the dialog, so that the
usage flow was:
  - select codec
  - verify filename
